Broadband in the Health System (eHealth solutions)

Quality of life in rural areas is depending on a high extent on organisation, access and quality of regional health care. Availability and efficiency of rural broadband is the technical backbone and requirement for the implementation of health care services within home care, primary care and specialist care. The EU identifies eHealth by top priority.

In general, rural broadband will enable communication and information exchange involving a broad range of professional groups and patients.

Achievements

The quality of life in rural areas also depends on a high extend on the quality of the regional Medicare. For the improvement of medical services and the safeguard of adequate offers and structures the internet and electronic services are of particular importance. Therefore the EU and the member states give the field of e-health top priority.

In the frame of the project the possibility of the use of e-health concepts in the regions are to be analysed. Furthermore the development and test installation of e-health services are planned to be carried out exemplarily. The Estonian partner is planning to introduce an information system for doctors and hospitals in the region with the possibility of networking with experts on national level. Radiographs of local hospitals are to be prepared for the electronic exchange between hospitals and family doctors as well as between regional hospitals and supra-regional hospitals.

Under the leadership of the Norwegian partner eLearning experiences are to be used in another project in order to install networks between hospitals, doctors and patients respectively their relatives. In this way the further treatment after hospital stays is intended to be organised more effectively.

Objectives

• Test installation of selected technological concepts;
• Transfer of experiences in other regions;
• Improvement of the medical services in the participating regions;
• Presenting the added value of broadband connections for the health care;
• Joint implementation of technical solutions in cooperation of different project partners;
• Exchange of experiences between the participating partners
