Service oriented portal solutions supporting eGovernment (SOPS)
Service oriented portal solutions are a good way to support citizens and enterprises in a region. Choosing eGovernment as the topic for the portal solutions can improve the quality of public live. Especially in rural areas citizens can loos a lot of time by dealing with authorities because they have to take long distances for approach.
Achievements
Concerning the improvement of the service quality of public authorities, the increase of transparency of political decision processes and the integration of citizens and economy in public co-operation processes the use of WEB-supported portals - taking into consideration the keyword e-government - was of increasing importance. Particularly in rural areas of low service concentration service portals had a considerable potential for the improvement of public service offers for citizens and the local economy. Above all in sparsely populated areas or as support for the loss of services through the centralising of council offices and the closure of further service points WEB-supported service portals were the only possibility to maintain not only existing offers but also to create additional offers at the same time. Nowadays these portals are no longer static WEB sites but increasingly distinguish themselves through complexity and interactive processes. Almost similar as in the project 2 (ICAS) the networking of the provider was a crucial condition for the public service structure beside an efficient broadband network. Up-to-date portal systems can be created architecturally in a way that the provision of content and maintenance will be effected by the division of labour and synergies between single authority areas including the reduction of costs be reached.
In this project different aspects of service portals will be dealt with by each partner. By a close exchange of experiences between the developing experts of the partners participating in the project the implementation of the portal solutions was expected to be facilitated and experiences, ideas and partial solutions of the development, the test installation and the operation were made mutually available. Furthermore the project offered the possibility also to provide other partners with proven modules developed by single partners. In contradiction to the already existing internet performances and the portals in the regions it was above all planned to use the added value of broadband internet for the up-date of the services of the portals developed in the project.
In the project the partners offered portal-based services in different fields. One main focus was the installation of regional economic portals including services for enterprises in the corresponding regions. E.g. aspects of these fields were:
- The shortening of ways in the administrative and approval procedures;
- eProcurement;
- Support of billing and management models;
- Virtual co-operation of enterprises in the region (virtual B2B co-operation forum);
- Promotion of e-business and regional products in the frame of regional marketing processes;
Another main focus refers to the improvement of services for the citizens. Thematic aspects were e.g.:
- Development and implementation of public information portal system;
- Further development of citizen related services and WEB-based information;
- Piloting centralised applications and database services in public administration;
- Further development of news and service portal;
- Set up of an online platform for enterprises and job-seekers;
- Concept development and pilot implementation of information system on local decision-making.
Objectives
- Test installation of selected technological concepts in some regions and transfer of experiences to other regions
- Exchange of experiences between operators and developers of service portals;
- Joint implementation of technical solutions in co-operation of different project partners;
- Transfer of good practices and solution approaches to other region;
- Reduction of costs by testing concepts through the division of work.
